Toa Payoh Community Library was officially opened on 7 February 1974.  Toa Payoh Community Library was the second library in the series of rapid expansion of the public library network in the 70s.  In 1998, the library underwent major renovation – the first in the public library network and was reopened on 10 May 1999.  The library is strategically located in the heart of Toa Payoh Central, serving the residents of Bishan, Novena and Toa Payoh.
